Garland Strategic Plan
Requested to undertake a Strategic Plan for Garland Texas, a first tier Dallas suburb facing significant demographic changes, retail vacancy and manufacturing obsolescence Halcyon created an Economic Business Plan for supporting evolving Strategic Industries, identifying existing Industry Clusters, and drafting Vision Plans for certain Investment Zones transforming vacant sites with deliberate up-zoning to higher density Live-Work-Learn options. Sizeable Tax Increments so created would facilitate the distribution of Civic amenities with focus on magnet schools for Science + Math, Environmental Sciences and Digital and Media Arts. Halcyon also clarified an enhanced PR and Industry Outreach Strategy.

Trinity River Corridor Vision Plan
As Development Advisors to the visioning study of the Trinity River Corridor, Halcyon identified zones for High Density Mixed-Use developments, and created revitalization scenarios for the new Trinity Town Lake opposite Dallas’ CBD. Halcyon’s plan illustrated a new La Bajada Hispanic neighborhood and Plaza del Sol event venue in conjunction with the extension of Woodall Rogers freeway, a new Hotel and Residential District facing Trinity Town Lake with dramatic views of the Dallas skyline, along with a new location for Texas Stadium, connected via suspension Transit Bridge and Cable Car to the Dallas Convention Center.

Transbay Terminal San Francisco
Transbay Joint Powers Authority asked Halcyon to create Retail /Cultural concepts for a new Terminal to serve Regional Bus service, Caltrans, and the Fast Train from LA. Concepts included a Natoma Street of Cafes, Shaw Alley FoodHall , Park level Restaurant and Overlook Bar Pavilions, Stage + Media Board, Activation Strategy for performances / festivals, and a Digital Loft for Media Arts. We drafted an Interim Use Strategy for lower levels during the six-year phase-in of Train Service, analyzed Park / Retail customers, Park Level Event Revenues, and Foodservice / Retail/ Media sales to build a ten-year NOI / NPV Cash Flow model and allocation to reduce CAM expenses, Strategic Implementation advice included solicitation of a Master Operator / Lessee.

Legal Services –Expert Witness
For Jones-Day LLP of Chicago, Halcyon served as Expert Witness in a complicated multi-jurisdictional lawsuit regarding the development halt of a mixed-use high density Retail + Residential + Office project in the Northeast. The client is a publically traded REIT who had entered into a joint development structure which was seriously impacted by the Credit Crisis and eroding retail demand. Halcyon services included strengthening Counsel's strategy with supporting evidence and opinions of the magnitude of the real estate industry compression due to the Credit Crisis. Deposition testimony was supported by Halcyon real estate industry credentials and heavy experience in mixed-use development , project financial analysis , experience in project management, leasing and property operations. Testimony focused on verifying appropriateness of the REIT’s development management and leasing review approaches and the worsening financial environment that caused the development halt.
